Ceuta là một thành phố nhỏ, lãnh địa thuộc Tây Ban Nha nhưng nằm trên lãnh thổ Maroc. Cùng với Melilla, Ceuta có vai trò chiến lược đối với Tây Ban Nha. Tuy vậy, dù được cả thế giới công nhận, Maroc chưa bao giờ thừa nhận Ceuta và Melila thuộc Tây Ban Nha. Đây là một khu vực phi quân sự.
