Mối quan tâm ban đầu của Đồng Minh là vô hiệu hóa và chiếm giữ căn cứ hải quân ở châu Phi của Regia Marina, bằng các sự kiện chiếm lại Iraq vào tháng 4 và Iran vào tháng 8, nhằm thay thế các chính phủ thân phe Trục tại đây.
